MANILA, Philippines — The Department of the Interior and Local Government (DILG) reported that 85,183 persons deprived of liberty (PDLs) were released from June 2024 to May 2025 through the enhanced paralegal services provided by the Bureau of Jail Management and Penology (BJMP).
The paralegal initiative is part of BJMP’s continued efforts to address overcrowding in jails and help qualified detainees gain access to legal aid and early release programs.
According to BJMP's data:
11,139 PDLs benefited from the Good Conduct Time Allowance (GCTA)
• 8,280 were released on probation
• 23 were granted parole
• 8,825 were released on bail
In addition:
• 15,085 were transferred to appropriate facilities, including provincial jails, the Bureau of Corrections, youth detention centers, and drug rehabilitation centers.
• 5,667 cases were permanently dismissed, and 6,342 provisionally dismissed.
• 7,431 were acquitted, while 16,311 completed their sentences.
Other forms of release included:
• 340 PDLs ordered to perform community service instead of serving jail time
• 3,570 released on recognizance
To further ease congestion, 43 new jail buildings with standard facilities and perimeter fencing are under construction nationwide.
This move supports the government's goal of improving the justice system and detention conditions.
